Use 2 rich:dataList for the purpose. (http://livedemo.exadel.com/richfaces-demo/richfaces/dataLists.jsf?c=dataList&tab=usage).
Add the first list data in the component and make each data as commandlink or commandbutton.
And on click of the data inside the dataList, in the action method load the corresponding second list to the another rich:dataList.

Seam 2.1.2
Rich Faces 3.3.3
JBoss Tools 2.1.2
JBoss Application Server 4.2.3
Eclipse 3.3.2
Is this setup good enough to do a web application on rich faces and Seam Framework or Do u have any other suggestions ?

I could not use datalist because the need the list type as we have in the pick list . A box surrounding that list kinda of stuff . This is not provided by datalist ? .
By the way can we customize the pick list such that its functionality would change ?

If you use datalist inside a panel and customize panel border then your job is easier.
I will try to prepare a dummy code for this purpose soon. But you can try out yourself meanwhile. It may take a longer time for me.

I never used seam, others versions looks good.
richfaces4 is meant for jsf2.
I hope you using jsf1.2, then richfaces3.3.3 is good.

I use only richfaces. So may be someone else can suggest you better documents on seam and richfaces together.

And in order to setup RF to seam app you even should not define RF filter for your application just add libraries - as Seam already care about installing RF filter. So just add the components to the pages with namespaces and it should works smoothly for you.
