Remote cache management

There doesn't appear to be anyway to configure new caches remotely.

hotrod disallows using caches that are not explicitly configured.

I think one hacky workaround is to configure the rest server and do a dummy call to get something which would create the cache?

But some management operations within in the hotrod api would be useful.

The place to propose this would be the wiki page detailing the protocol.  I don't see why we can't add certain management-related verbs to the protocol for 5.0.

As a FYI, the reason why Hot Rod and other servers do not allow calls to undefined caches is explained in https://issues.jboss.org/browse/ISPN-833 - I hope to revisit the limitation once the other issues have been resolved.

I think this needs solving before we can look at configuring new caches remotely.
