How can I resize a portlet?

How can I resize a portlet? I see in the UIPortlet.gtmpl file the following line:

<div class="ResizeArea" title="<%=_ctx.appRes("UIPortlet.tooltip.ResizeWindow");%>"><span></span></div>

But in which circumstances does I see this resize icon and can I use it?

Actually this is only for purpose of displaying a Portlet in WebOS page feature which was temporarily disabled now.

btw, what is your usecase that you want to resize a portlet ?

I do not have a usecase. I noticed the resize image as I made an own skin.
