Felix jar pulled as a dependency

Is this normal? Why does Scribble depend on Felix and not just the OSGi API?

Originally this was done as Felix was the only OSGi provider that provided a mechanism to enable a command line app to embed the OSGi container and invoke the services.

Its quite possible that not all of the bundles need to have these dependencies.
