rename core repository

OK, all you core-core haters out there.  Step up and provide a better name for what is now known as the "core" repository.  Personally, I'm going to miss co-co, but it's best to make a clean break now.  Any ideas?

How about leaving the core repository as it is, but getting rid of the "core" folder inside it and pulling "api" and "runtime" up a level.

So instead of having ...

core
  | - build
  | - core
        | - api
        | - runtime
  | - (etc...)

We'd have ...

core
  | - api
  | - build
  | - runtime
  | - (etc)
