At r10627 I reenabled some disabled tests that were commented out with this comment:

<exclude>**/cluster/failover/*StaticClusterWithBackupFailoverTest.java</exclude>
My rationale was that the test case is marked as "closed". Despite of that, the tests still fail.
If this is a non-issue, then I think the tests should be removed.
If this is a valid issue, shouldn't we at the very least have an open JIRA case to track it?
Can anyone familiar with the functionality shed some light on it?
