A common solution for this is a hard- or software loadbalancer to ensure this.
We use apache with mod_jk.

For those who also need to deploy web services in a clustered environment
look for ESB. They can route, fail over, balance, convert and etc web services.
I still don´t know how to setup an ESB but I think this is the way.
