why  , my Gatein version is  "GateIn-3.1.0-FINAL-jbossas"

and how do get GateIn 3.2 or 3.3 or hight

this feature was disabled by a mistake. It is a known issue https://issues.jboss.org/browse/GTNPORTAL-1391 which was fixed in 3.2.0-GA.

Unfortunately, the GateIn 3.2.0-GA was not released yet. An option for you is to take the patch attached in the JIRA issue if needed
