adjusting the MaxPermSize for your JVM is a common used method, you should increase as 64M/128M by default (depending on your VM version) is often too low.

not reclaimed - which app server are you using?

just set -XX:MaxPermSize=128m or -XX:MaxPermSize=256m in your run.conf (JAVA_OPTS="$JAVA_OPTS -XX:MaxPermSize=128m")
