Is using the relative file path an option? In the properties-service.xml, the example they have is ./conf/custom.properties. I tried it out and that worked fine, my guess is that the deployment issue you are seeing is a result of your use of ${jboss.server.config.url}.

Must be something earlier in the config or bootstrap processing that is pulling in the properties-service.xml.
I'll keep poking at it ...

Your problem is probbably a naming issue. If you change the name of your propertyservice the duplicatie problem will mostlikely dissapear:

That was exactly it. Once I renamed the propertyservice the error went away and it works as expected.
