As i just learned from Stuart Douglas and the EJB 3.1 spec (20.4) this behaviour is intentional since EJB-Jars inside WEB-INF/lib are not considered independent Modules. So they behave other inside a WAR then inside an EAR.

A classic example of what happens when one reads from a "proposed final draft" copy of the spec.

It looks like they actually changed this for the the final release.
