does this file belong in an EAR/WAR for Seam app?  we had it in ours and it was causing abnormal/unexpected behavior when running 'ant explode' target (it would run clean and unexplode first).  thx.

I believe that's an Eclipse builder configuration - not part of the web app. Assuming you're using Eclipse, open the project properties and go to Builders. You'll see the explode Ant builder there.
