I think the <s:cache> tag is what you want.
As far as the timing of deploys, 5 seconds for a deploy facelets files seems reasonable.

One related question, I currently have to wait around 5 seconds when I edit a facelet/xhtml template before JBoss picks up the changesGo to Eclipse > Preferences > Server, and set the publishing interval.
