JAR Plugin Config in impl-base

impl-base POM has:

 <plugin>
 <groupId>org.apache.maven.plugins</groupId>
 <artifactId>maven-jar-plugin</artifactId>

 <execution>
 <goals>
 <goal>test-jar</goal>
 </goals>
 </execution>
 </executions>
 </plugin>
 </plugins>
 </build>

I remember talking with Aslak about this because we wanted to promote test class reuse as detailed:

1) I thought he'd mentioned that in newer versions of Maven this explicit config was not required. True?
2) If still needed, we can/should centralize this in the "build" project

Meh, not really. We don't need a tests attachment for each project unnecessarily.

I think this is still need.

If I remember correctly it only worked in the new v. because I forgot I had already added this config before i ran the test with the new v... I of course only realized this some time after.. :)
