First you need to ensure that your resource bundle is encoded using the desired character encoding. By default ASCII is used.
see section 16.1.2 in Seam ref docs
not sure exactly how to solve your problem, however...

Apparently, escape is not an attribute of h:outputLink according to pg. 123 of Core JSF, 2nd ed...
I was unaware of the escape attribute in JSF tags until today...
