where to seam.properties file?

Hi,

I have a ear file, containing 2 jar files. one jar has all entity bean, another one has Action codes which need to use entity bean.
i put  seam.properties in root of ear file, or root of jars,
but i got exception:

javax.servlet.ServletException: /awards.jsp(18,0) '#{person.name}' Target Unreachable, identifier 'person' resolved to null.

Please tell me how solve this problem.
