but FacesContext is always null in @Create method .

Which Seam version are You using?

I use Seam version 2.2.0.EAP5.

Check this and this thread, You can find here a possible workaround.
Anyway, a JIRA ticket has been already opened about this issue, but it is still unresolved.Regards,
