There are tons of such pages describing I18N in the environment but first I would check up and change Tomcat connector, cause I find this is the one missing in most cases. In tomcat config xml
<Connector protocol="HTTP/1.1" ... useBodyEncodingForURI="true" URIEncoding="UTF-8" ...

Thanks! you solved my problem.
Other solutions can be found here wiki://18233 and there is a bug open here, that explains what was my problem, I use h:inputText and I tried adding this line to components.xml but it didn't work.
<web:character-encoding-filter encoding="UTF-8" override-client="true" url-pattern="*.xhtml"/>
