Surely yes, you can publish only your patches. Following this procedure is absolutely legal,
1- Create an issue on the seam jira.
2- Add your patches to this issue.In case of acceptance of your changes, your patches will be committed to the project official source code. Then Everybody is able to use it.
In other case, your patches won't be committed officially, But anybody may prefer to download and use your patch.

There's a script that daily fetches from JBoss svn and pushes to branch svn/git-svn in order to keep aligned with the official development.
The goal for this repository is to maintain a patched version of Seam 2.2 while I'm migrating a large application from Seam 2.1.
I was also planning to go for JSF2 but I didn't yet realized this incompatibility.
Fork it if you think it could be useful to unleash the power of the git community on this issue.

Seam 2 is not compatible with JSF2, first reason is facelets are now in JSF2 and some package names are different, also constructor for UI components are not the same. Second JSF2 API added some features which are not compatible with current Seam 2 API.
I have tried to keep Seam 2 running on JBoss AS 6, it is almost possible in JSF1.2 compatible mode, but if you want to use JSF2 mode you can find out for instance JBSEAM-4724 and JBSEAM-4637. On the other hand JBoss AS 6 have got support of JSF 1.2, JSF2 and Myfaces implementation and you can choose which one you want to use in application and don't have to be linked only to Java EE 6 APIs in this case to JSF2.
Seam 2.2.1 won't handle paralel JSF2 and JSF1.2 mode as we have CR2 now and the changes would be big for CR3 and then for final release.
If heyoulin sends his patch from binaries at http://github.com/heyoulin/seam2jsf2, I will look at it and merge it to Seam 2. But 2.2.1 should definitely stays compatible with JSF1.2.
