This test was failing even on Branch_2_2 (the test is ignored there)
One thing I found out was that the announce to the live is not working properly. For some reason node4 is never being able to send the announce to node1
@Andy: Can you please take a look on StaticClusterWithBackupFailoverTest::setupCluster and setupServers?
The only thing I could see wrong is that the backup node is not connecting to its live pair. (What actually makes me think that the backup should announce itself to any known node?)
