Both CXF as well as the Felix Web Console provide a HTTP service and it could be that when they are installed both at the same time, they will be competing for the same port. Although I haven't tried this, you should be able to tweak the CXF multi bundle distro such that it doesn't contain a HTTP service and make it use the one used by the Felix Web Console. Or the other way around.

I have found that the same problem has been reported into DCXF JIRA[2].
