JBoss 7.1.1 using Mod_cluster load balancing

We are trying to use mod_cluster to handle load balancing acorss multiple JBoss 7.1.1 instances. The issue we are having is that traffic is only ever sent to whichever instance we start up first and the second instance started always has a load factor of -1. Are we missing anything to indicate to mod_cluster that the app servers should be hit in a round-robin format?
