Overlord is a community project and therefore we cannot say what functionality may or may not be in the SOA platform. I can pass your question onto the relevant people and they may be able to provide you with an answer.
However in terms of the specific impact analysis requirement that you have - my suggestion would be to create a feature request in the S-RAMP jira (https://issues.jboss.org/browse/SRAMP) to describe your specific requirements.

We will probably implement it in a few iterations, to make the analysis more and more powerful. For an quick introduction to S-RAMP see: http://planet.jboss.org/post/s_ramp_a_soa_repository
It'd be great if you can formulate your needs and vision around this in a jira entry: https://issues.jboss.org/browse/SRAMP. The sooner this code goes in, the more likely it is that it will end up in the SOA-P.
