How to deploy a bundle at a specific start level?

When I add a bundle as capability in standalone.xml or domain.xml, I can specify the start level of that bundle.

However, when I deploy a bundle via the other supported ways - drop into the deployments folder, deploy via web console, or vial cli - all bundles get start level 1 by default.

Is there a way to specify the start level of a bundle when being deployed using the listed ways?

P.S. Maybe it is documented somewhere but I went through the OSGi documentation on docs.jboss.org and could not find any reference to this

Just to add an important link to this: it appears the capability to do this hinges on the feature described here https://issues.jboss.org/browse/AS7-3694.
