The rule would essentially be that @Service with no attributes is permitted provided that the class implements exactly one interface. If there are multiples (or none) then this will result in a build error. We will also need to add a deployment check in case somone packages up their own app outside of our build plugins. Can you file a JIRA requesting the enhancement?
