so I'm trying to just call a PUT on http://localhost:8080/drools/rest/packages/mypackagename
but I get a 500 internal server error.
Do I need to send some sort of information with it when creating the package, I figured just a PUT would create an empty package.

Try to change the package name to something else.
Even package is archived in Guvnor, still you cann't create a package with the same name. You have to delete the archived package first using API.
