I'm using:

jboss-public-repository-group (http://repository.jboss.org/nexus/content/groups/public/)
1. Am I supposed to add another repo?
2. Or is the groupname supposed to be ws-commons?

Try downloading the file manually from the project website.
Then, install it using the command:
mvn install:install-file -DgroupId=wscommons-policy -DartifactId=policy -Dversion=1.0 -Dpackaging=jar -Dfile=/path/to/file
Alternatively, if you host your own repository you can deploy the file there:
mvn deploy:deploy-file -DgroupId=wscommons-policy -DartifactId=policy -Dversion=1.0 -Dpackaging=jar -Dfile=/path/to/file -Durl=[url] -DrepositoryId=[id]

Looks like it is in the deprecated repo (https://repository.jboss.org/nexus/index.html#nexus-search;quick~wscommons-policy) - not sure if this is a recent change.
Do you have the same problem with the 2.3.x branch?
