<display-name>Security Constraint</display-name>
<web-resource-collection>
<web-resource-name>Web Application</web-resource-name>
<url-pattern>/*</url-pattern>
</web-resource-collection>
</security-constraint>

You say the login module is not getting called but is the user getting prompted for a username and password?

org.jboss.security and
org.jboss.as.security
it will show you more in detail what is going on.
