I did some more test. it looks like the attached="false" does not work.
here is a test code :

i can wrap the tooltip in a outpoutpanel holder, without this outputpanel, the tooltip is shown when the mouse enter in the outputpanel first.
with this outputpanel, it works noramly, but the followMouse does not work.
