Add portlet dynamically

Is it possible to add portlets into a page dynamically or programmatically...

as I know, it is impossible. Because the portlet need portlet descriptor in portlet.xml. I must respect portlect specification

Is it possible to get information about all portlets in portlets.xml. My aim is display all available portlets list  my application.
