1) Yes, the up and down arrow work to retrieve old commands. This should work without any configuration - it's built in.
2) BaseFacet.uninstall() is a stub method that Facet implementations can override when RemoveFacet event is installed. So yes, your assumption is correct, but the default implementation does not have any effect. It must be overridden and implemented in order for a Facet to support uninstallation.

I am using.
Forge 1.3.0 final
java version "1.7.0_21"
Eclipse plugin is workign fine.
When ever i give command using command promote, the command are saved in cmd_history but when i press arrow key nothing happens.

Please try with the latest Snapshot. It was fixed today and will be available in Forge 1.3.4.Final scheduled to be released on August, 15th (or sooner in urgent cases).
