why decorators requires an interface ?

Would it be possible to revisit these:

Could we not simply log a warning when public method definition clashes between decorator delegates instead of forcibly disallow it ?

This is not the right place for a spec proposal. You should either file a new CDI issue or write to the CDI mailing list.
