The downside of this would be the fact that the export/import needs to be done for each workspace separately.

The downside of this would be the fact that the export/import needs to be done for each workspace separately.
Be sure to use "system view" form of XML, since it is capable of representing all kinds of properties (including multi-valued). The "document view" format puts properties as attributes, and thus doesn't do well with multi-valued properties.
Another option is to write an application that obtains a session from ModeShape (locally) and one from Jackrabbit (locally/remotely), and manually walk the JR content and add it into ModeShape. This isn't much different than import/export yet it is a lot more work, with the only benefit being that you have a lot more control over what happens.
