Alert template for Trait Change from older RHQ fails to appear on newer RHQ resources

This is a discussion of Bug 1058534, where I think I found the cause of the issue but maybe not. (I found a null pointer exception relating to alert caching but not sure it's related.)

I was observing the following.
1) Resource alert definitions created on RHQ 4.5.1 for metric trait change
2) Server updated to 4.9
3) New resources created on 4.9 server/agent. Alert definitions were not copied to these resources. Other alerts were. 

I'm not sure where the bug is exactly, since the other alert definitions for the same plugin were copied, just not these ones.
