bean-discovery-mode ignored in Weld 2.1.2/JavaSE?

Updated beans.xml to CDI v1.1 with Weld 2.1.2-Final in a Java SE app, bean-discovery-mode in beans.xml doesn't seen to make any difference, even with bean-discovery-mode="NONE". Also the application still complains about missing beans.xml if it is not present.

What did I miss?

Weld SE does not implement implicit bean archives yet.

That's what I was afraid of, is there a plan to support this in SE?
