This has been removed from the documentation jboss-as-threads_1_1.xsd within the bounded-queue-thread-pool section:
"Otherwise, if blocking is enabled, the caller blocks until room becomes available in the queue."
and replaced with
"threads attempting to submit tasks will not block"
But the optional attribute name of "blocking" still remains. Does this attribute do anything, or is it redundant?
I also see that there is a new Blocking Bounded Queue Thread Pool, which would suggest to me that the attribute is redundant.
Could someone clarify for me.

Just seen that the threads subsystem has been deprecated, since 7.1.0.CR1, so it does not matter if this attribute is redundant!
