You will need to deploy both the order-sa and the order-route-sa.
What is the message you get on the deployment failing?
You can workaround this by manually copying the -sa.jar or .zip into the hotdeploy directory.

Section 3 of the tutorial is about building and deploying the order-sa
Section 4 is about the order-route-sa
But near the end of section 4 it says to:
"Execute the mvn jbi:projectDeploy Maven command at the level of your order-sa directory."
and shows the expected output including:
"order-route-sa is deployed"
Deploying from the order-sa directory doesn't deploy order-route-sa, it deploys order-sa.
I assume that the instructions are simply a type and should read
"Execute the mvn jbi:projectDeploy Maven command at the level of your order-route-sa directory."
But I am very new to all of this and I may be confused
