in cxf se.
If you wanna invoke external webservices.
You can
1. use camel-cxf component, take a look at to get more details
or
2. If you wanna use jbi, use proxy in cxfse, the work flow like
cxfseproxy===> cxfbc provider===> external web services.

We suggest you should use camel component if you start with a new project(no legacy JBI stuff)

Just another question. In SA package (no-osgi) this scenario works using using org.apache.cxf.jaxws.JaxWsProxyFactoryBean

You should use cxfse:proxy but not JaxWsProxyFactoryBean in cxfse, regardless of the JBI or OSGi packaging.
