in etc/org.ops4j.pax.web.cfg file.

Ok for /etc/web.xml nice
but it seems that this is not the solution to increase the headerBufferSize
here's what I get

But the doc jetty, clearly indicates headerBufferSize

headerBufferSize: Sets the size of the buffer for request and response headers. An idle connection at most has one buffer of this size allocated. Default is 4K.

instead should work.
