But inside my program when i am doing like this:
System.getProperties("central.tax.engine.db"); i am not getting the value.
Can any body help me here??

I think that's your problem then. I don't know how Eclipse integrates with the server startup. Your changes probably aren't being picked up. I'm moving this to JBoss Tools forum which I think is a better fit for this question.
