I believe it's because the @WebFilter belongs to and is only effective within the context path of the .war containing it, which is really different from the context paths generated by the SwitchYard gateway bindings in the .war. For instance, xxx.war will create the context path "/xxx", but a SOAP binding with context path "/soap" in xxx.war will create anotehr context path "/soap".
