Of course, the following come into mind:
1) Jopr
2) Guvnor
3) Portlet based admin console.
4) Custom GUI.
Again there is commonality here. Can these work off of a layer of provisioning sitting on top of idm?
There is a specification in this area - SPML.

Agreed, currently Bolek has been driving the Identity Model in the IDM subproject.
IMO provisioning has both push as well pull aspects, the API/SPI that has been generated here:

The events api is also important for emitting events that may have a bearing on provisioning.
