However if you're on Linux you can try umask : http://www.cyberciti.biz/tips/understanding-linux-unix-umask-value-usage.html
It is a global setting on your OS (per user), so every new file created by this user will follow the default file permission setting.
e.g. setup umusk = 022 for your OS user "jbossadmin", and you start JBoss server with user jbossadmin , all the files created by jbossadmin (JBoss server) will have 644 as default permission.
