It could be: 1. download.jboss.org outage and if it is it should be back online in no time, just wait and try it again; 2. proxy related problem if you are behind proxy, that requires to configure proxy settings in eclipse preferences.

- download.jboss.org does not allow to me and get "access denied message".
- I don't use proxy but my connection to internet is over VPN. has eclipse any problem withVPN ?
I actually need this package. please help me.

Download Eclipse IDE for Java EE Package from https://www.eclipse.org/downloads/packages/eclipse-ide-java-ee-developers/lunasr2; 2. Download "Update site (including sources) bundle of all JBoss Core Tools" zip file from http://tools.jboss.org/downloads/jbosstools/luna/4.2.3.Final.html#zips; 3. Unpack and start Eclipse IDE for Java EE; 4. Open Install Dialog using Help->Install New Software... menu; 5. Press Add button on the right side and point to downloaded archive from (2) and press OK; 6. You will see all available JBoss Tools software and can select and install even being offline.
