I'm also experiencing this problem("Cache-Control" header appearing twice: first with "no-cache, no-store, must-revalidate", second with my input) when setting a "Cache-Control" header using filters(I'm using undertow), inside the standalone.xml file(something on the lines of https://developer.jboss.org/thread/251508?start=0&tstart=0 ).

You can change the default behaviour by setting the "disable-caching-for-secured-pages" to false in the Undertow subsystem configuration. For example, in standalone.xml you add an attribute to the default servlet configuration as follows: <servlet-container name="default" disable-caching-for-secured-pages="false">
