Overlord S-RAMP (or Artificer the more recent community project name) is a repository for SOA artifacts. It sounds like what you are looking for is more like a registry, showing what is actively deployed.
If you want to monitor the wars deployed to a server, you might want to look at the Hawkular project.

I'm looking for a Open source tools like, to list the services (End points) in a web service (deployed as War file) that needs to be monitored and controlled (Manual and Automatic). So is it relates Hawkular project ?
Can I ask you is there are any any other open source which matches my requirement ?

No, you can't monitor and control wars/services via S-Ramp - it is a repository for artifacts, to help understand dependencies between artifacts, and manage them through a lifecycle (i.e. dev, test, prod) - but actual runtime management/monitoring of those artifacts is outside the scope of such a project.
Probably best to discuss you requirements with the hawkular community (see Hawkular - Getting Involved ). They may be able to help.
