"User already exists and is enabled" but deleted from mgmt-users.properties

I deleted my admin user from my mgmt-users.properties file and verified that I can not log in to the Wildfly9.0.2 web console.   In screenshot below, I am trying to connect to administration console. 

So when I go and try to add a user (username: admin) using the script "add-user.bat", I get the following message:

I verified in my mgmt-users.properties file that there are no users listed.  See below:

Any ideas why WildFly would still think that there is a user by the name of admin after I have deleted this manually?
