most probably your antivirus/antimalware/etc tool does that.
try disabling it for that folder if you see issues.

mortytenenbaum Feb 21, 2018 2:43 PM (in response to bungrudi)I've run across similar types of problems when starting JBoss/Wildfly with a Windows service Launcher. Typically I see processes (java ..., Jbosssvc, wildfly... ) running even after I stop the service. Then I can't restart, delete tmp files etc... until these processes are killed.
