Any virus protection software active for the installation folder?
AFAIK during this time the modules are scanned and loaded. Lot's of files accessed.
no antivirus or similar sofware, before upgrading to Mojave the clean installation started in 10 seconds, now the total time to boot is about 1 minute
An old JBoss 4.2.2 starts as usual so I think Wildfly does something "different"
Does exist a way to log progress modules loading?

The fix was for High Sierra but it also worked for us (who had the same problem after Mojave update)

After editing the /etc/hosts as mentioned on the link Wildfly starts in 5 seconds, FIVE!!!

I had the same reaction many thanks to Jeroen Reijn's 30 minute investigation and my colleague Volkan's search
To be precise, if the link does not work in future. The solution was "... make sure that your
/etc/hostsfile also contains the .local domain entry for ‘localhost’ entries."
Just use the hostname command:
and it should return something like:
In the end, the entries in your host file should look something like:
127.0.0.1 localhost Jeroens-MacBook-Pro.local
::1 localhost Jeroens-MacBook-Pro.local
