apache snapshots in public repository

It seems that apache snaphots

https://repository.jboss.org/nexus/content/repositories/apache-snapshots/

is included in the public group

https://repository.jboss.org/nexus/content/groups/public/

Is this intentional?

This is giving problems for some builds.

Yes, this is intentional (http://http://community.jboss.org/wiki/MavenRepository).
If you want only jboss artifacts (i.e. no proxy repositories) you should use the "public-jboss" group.
